[pkg] add empty debian postrm file for soledad-server
Seems that this file was removed in the process of packaging different
versions of soledad. The missing file caused dh_installinit to create a
standard debhelper file that violated lintian. See the following issue
for more details: https://leap.se/code/issues/8701
