[pkg] lintian debian-rules-sets-DEB_BUILD_OPTIONS.
The debian/rules file sets the DEB_BUILD_OPTIONS variable, which will override
any user-specified build profile.
We should be setting DH_BUILD_MAINT_OPTIONS.
