remove ics-openvpn strings from strings.xml
I privilege ics-openvpn translation to ours. If we need to change something, we can introduce a new xml element without any future compatibility problem with ics-openvpn.

Using TCP with a long keep alive timeout works, but tunneling TCP over TCP performs extremely poorly on connections with high packet loss.
