- remove sphinx from build-deps

  We're not buildint the sphinx docs at the moment, and it's breaking the
  build in zesty (since sphinx has been moved to universe).

- add dev package for pyrcc5

- re-add docutils-common, needed for rst2man

- remove build-depends from binary packages

- Install python-docutils for rst2man

- bitmask-qt + -vpn: Depend on python-deps
